Classical markets price scarcity. Open systems produce value without scarcity, which leaves their producers unpriced. This protocol specifies a market mechanism for them — a deterministic pricing function that converts commercial use into proportional return, with no governance, no token, no discretion. A formula bound by a license, operated by a minimal institution. Eine Formel, gebunden durch eine Lizenz, ausgeführt von einer minimalen Institution.
The license is short. The formula is the substantive clause. The Executor — a foundation or association — exists only to receive payments, distribute according to the formula, operate the public Register, and pursue non-compliance through courts. The Executor cannot change the formula. Its charter prohibits it. Die Lizenz ist kurz. Die Formel ist der substanzielle Bestandteil. Der Executor — eine Stiftung oder ein Verein — existiert nur, um Zahlungen zu empfangen, nach Formel zu verteilen, das öffentliche Register zu betreiben und Verstöße über Gerichte zu verfolgen. RETURN is deliberately not open source under the OSI definition. Because it attaches an obligation to commercial use, it does not satisfy OSD point 6 — and does not claim to. It is a fourth category: not proprietary, not open source, not delayed "fair source", but a market mechanism for non-scarce goods. See PRIOR-ART for how it relates to its predecessors.
